I was actually referring to web.xml in Manakin. Since Im using mod/jk in
Apache before Jetty I have specified dspace-config there. I guess with
Dspace you could use something similar to Manakins web.xml:
dspace-config
/usr/local/dspace/config/dspace.cfg

You can set the maximun file size in dspace.cfg:
