I recently upgraded from Dspace 1.4.2 to 1.7.0.
We have the following problems.
Admins and submitters can not do the following as before:
1. Re-submitting an item that was rejected for rework.
2. Changing a file (Bitstream) of an existing record.
3. Permanently deleting a record.

Not tested yet on 1.7 but very useful on 1.6 if you are importing
