I have tested http://demo.dspace.org/swordv2/servicedocument with wget -S
and it returns UTF-8 as expected:
Content-Type: application/atomserv+xml;charset=UTF-8
So it is either my install that is misconfigured or dspace 3.2 has a bug.

Yes, running with -Dfile.encoding=UTF-8
Sword (v1), XMLUI and OAI are responding with UTF-8, it's just swordv2
that's using ISO.

I have tested sword version 1 and the encoding is correct, UTF-8.
But I need to have my dspace talking with OJS, which uses Sword v2.
Is this a 3.2 bug? I tested demo.dspace.org/swordv2 and the response
encoding is correct. UTF-8.
