Hi Ally,
You can edit that item's policy. Remove the anonymous READ policy from the
fulltext.pdf. You can then assign a group that can read that pdf. In the
assigned group, you can add epersons that are allowed to view that pdf when
logged in.

I am running Dspace 5.1 and I configured the request item to be possible
to all. But i wish to have ability to restrict some documents uploaded to
the system.
Example a user can upload two files abstract.pdf and fulltext.pdf but i
want to make abstract.pdf to be open access and fulltex
