Officially your correct. However, one can improve the lossy-ness of flattening by "how" one crosswalks the hierarchal component of MODS into the values of the flat fields of the Metadata table. So, IMHO you can get away with preserving the hierarchal contexts of MODS, simply because they are not recursive in nature. But, again a disclaimer that I'm no librarian ;-). We would more likely recommend capturing the true MODS somewhere in the Bitstream content of the Item and then using the Metadata table as simply a mapping of as much of that Metadata to DC. http://www.loc.gov/standards/mods/mods-dcsimple.html This preserves your MODS until the day DSpace can support hierarchical metadata while still allowing you users to search your content and harvesters to harvest it..
