Ok. A few things to check.
Can you run the following command to see if the ports are properly enabled.
ls -l /etc/authbind/byport
Plse attach the output to the list.
Then the following to see if Tomcat has authbind enabled.
cat /etc/default/tomcat6
Plse attach the output to the list
