Yes, it is. I updated it a couple of days ago, but for some reason arg
still hasn't put it one the wiki =P

Mmh, I must have got it wrong. 
I expected if I change the layout of one tag - let's say from tiled to
bottomstack - it would not change the layout of all tags but only the
current one.
As far as I can see this is not what pertag does...

I have been experimenting with user interfaces concepts lately.
My first aim was a simple mp3 player. The code has been adapted later
to do other tasks, and now it is some sort of generic list manager,
where items can be played. It was initially based on dmenu-3.9 (that's
the reason it is announced here), though it has evolved to be much
more complicated (too much, actually).
Probably the next step will be a complete rewrite, which could use
libixp and the plan9port plumber, with several simplifications (and,
maybe, completely different).

I have set up a project page on google:
http://code.google.com/p/dynamic-io/ so, no more announcements will be
done on this list.
If you are curious, a screenshot featuring dwm and several dio
applications (terminal, calendar, rpn calculator, irc client, text
viewer, file browser and music player) is available at:

Don't expect the terminal to replace uxterm, it just wraps rc
stdin/out, but doesn't understand escape sequences. I'm using on a
daily basis the rpn calculator, the irc client, the file browser and
the music player: it fails from time to time, but is usable.

Maybe, acme is probably the user interface which has inspired me more
in the last years. OTOH, using acme (or libframe, I don't know very
much about the internals) would probably be the right way to implement
these artifacts. I would give it a try if it was possible to open acme
windows in different X windows.
Anyway, I do this only for fun (and because I wanted a simple mp3
player), and replacing acme is out of my scope. dio is much more
modest software than acme and, in simple words, much worse. It is only
a toy, to experiment with my (sometimes stupid) ideas.

Okay, I have three tags, suppose the layout of all is tiled. I switch to the
third tag and change the layout to floating. As a result all three tags now
have a floating layout.

I suppose you didn't apply the patch clean/at all(?).
Take a look at how to do so and give it another try.

I now gave it even more than one try. It applies well.

Hunk #1 succeeded at 199 (offset 2 lines).
Hunk #2 succeeded at 242 (offset 2 lines).
Hunk #3 succeeded at 1251 (offset 15 lines).
Hunk #4 succeeded at 1268 (offset 15 lines).
Hunk #5 succeeded at 1316 (offset 15 lines).
Hunk #6 succeeded at 1456 (offset 18 lines).
Hunk #7 succeeded at 1489 (offset 18 lines).
Hunk #8 succeeded at 1680 (offset 18 lines).

But the moment this patch `dwm-5.4-arrownav.diff' comes into play it
fails
 

dwm.c:1743: error: redefinition of ‘viewnext’
dwm.c:1709: error: previous definition of ‘viewnext’ was here
