Don't know if it's the case with this one but some of these rarer DX folks, living off the proceeds of incoming green stamps, respond to just enough incoming QSLs (say 1 out of 15-20) for the word to get around that "Yes, he QSLs..." That keeps the green stamps flowing in... Don N7EF
