N4QB, plus (apparently) a lot of patience. He took over managing A61AJ
a while ago, but I haven't seen any reports of cards actually being
received yet.
N4QB has run into the same problem/frustration that W3UR had... getting the
logs in order to answer the QSL cards can be an adventure in of itself.

First, I wouldn't worry about those who worked XX9C out of band (and he was
59+30 over here in WPA too, darn it!) If they don't hear from the FCC, I'm
sure that they'll get an OO notice, or as some have been calling them

someone has gotten cards from a particular station are supposed to take
place over on the DX QSL reflector based at www.qth.net. You will find a
wider audience for that type of information there, and better
