Whoa!  Until some solid information comes forth that the KP1-KP5 project had a 
connection with the last KP5 trip, let's NOT drag them into this!

All we know is that someone, an amateur, complained.

We do NOT know who it is.

We do NOT know where she or he actually lives.

We do NOT know their connection, if any, to the congress-gonif.

We do NOT know whether or not they are an active amateur.

We do NOT know if they are an active DX'er... or anything else besides the 
propensity to kvetch.

And most importantly, we do NOT know if they have ANYTHING to do with the KP1-5 
project.  For all we know, if that project ever merits some success, this 
schmuck will complain about them too!

Enough poor souls are going to get dragged through the mud as it is.  Let's not 
add the innocent until and unless we KNOW that innocent they ain't!

Note what state Congressman Nick Rahall (mentioned in the report) is from. 
This is the same state mentioned by N3KS at Dayton as the state where the 
original complaint was registered which caused the operation to be 
terminated.

If it were found to be that the person did it deliberately (sabotage or
jealousy, etc) they should be removed from the DXCC program!  Also if I knew
the person was living in my area he/she would be shunned from any activities
by me or my clubs!  I would never work them again and a QSL couldn't be
issued to so a low life.  The person(s) who did this did more damage to
Amateur Radio, DXCC and DXing than someone who operated illegally from a
rare one.  We don't need that type of person(?) involved in AR or DX.

One other thought- from an FCC standpoint operating permission is not needed, but from the governing entity's position it may be very concerned about what activity it is allowing.
For example- an operating permit for a DXpedition I was on stated- "The licensee, including its officials, guests, invitees, employees, contractors and agents, is hereby given the right, in common with others, to enter upon the Site for the purpose of setting up temporary camping facilities associated with the Licensee's amateur "ham" radio operations. The licensee shall not use the site for purposes other than those set out above."
So, a license was issued for a particular purpose, and they were quite concerned that only that purpose was pursued by the licensee. So, perhaps the DXpeditioners had permission to be on Desecheo for a particular purpose, but the permitting entity wasn't necessarily issuing permission for any activity the visitors chose to participate in. It is al very complicated, isn't it?

What is the motivation for keeping hams off KP5? From experience getting permission I can tell you- They don't want to get sued! Suppose they give permission, someone goes, and does get hurt. There is a possibilty that they will be sued, claiming they were somehow negligent. I have been told that I had difficulties because I am an American, and all Americans are sue happy. This even though I had been to the island in question 5 times, and never sued. Maybe I am just slow getting around to it, huh?

 conduct.  I know some people take DXCC very seriously, but a 
 hit man is a little much  :.)

He should be treated like the gold old boys in West Virginia treat 
those who stick their nose in where it doesn't belong ... either 
shot or pushed down an abandoned mine shaft never to be heard from 
again.  For this fool, whoever he is, to waste as much of out tax 
dollars as was wasted on the Club Fed report on a private vendetta 
is obscene.

I believe a lot of state agencies have taken their lead from U.S. Government 
agencies like U.S. Fish and Wildlife.  Empires have been build in state 
governments that prohibit taxpayers from fishing,hunting, camping, hiking, 
etc as they might damage something but mainly it would make these empire 
builders unemployed.


Look at the federal government agency that controls ocean fishing.  Now 
there is a real bureaucracy.

I've been reading everyone's thoughts on this subject and the 
picture is that none of us know the real story regarding the operation. Probably 
never will.

I don't understand the comments "that this has given us a 
black eye". 

The way I see it, that two guys asked for permission, it was 
granted, they got a free ride, someone felt their toe get smashed and terminated 
it.

It didn't cost me a thing!

Yes, your read on this is wrong. This was NOT a DXpedition. I was at 
Kam's presentation in Dayton and talked to him afterwards as well. 
Essentially, he and Dave were involved with installing certain 
hardware that helps Uncle Sam keep a leg up on the Bad Guys. They 
operated in their spare time and were working for the government 
helping keep us safe or acting in the nation's best interests. I have 
NO problem with that. More power to 'em, IMHO.

In conversation after the Dayton DX Banquet, Kam stated he did not mean a
Ham in WV..To him a Rahall constituant meant any American citizen.. in fact
he said the Ham who complained was a W4

I'm just trying to sort this out ... from what I've read, two guys  who 
are government contractors weasel a free trip (on Uncle Sam) to a  place 
where they probably shouldn't be - at least not for ham radio  
operating, all in the name of government work. About the time their  
little operation gets rolling, somebody in West Virginia rats them out.


Weasel a free trip Am I missing something here?  These guys do
contract work in the employ of a subcontractor if I understand things
correctly.  Many DX ops from rare and not so rare do, the fact is they
had a valid reasonn to be there and needed NO authorization other than
their US amateur licenses to opearate.  Boy, waht a luxury trip we
taxpayers paid for.


Meanwhile, the response of many of the leading DXers in the US seems  to 
be to get even with the guy who ratted the operation out with  
somewhat less concern for condemning the ill-advised nature of the  
operation and how this might endanger future DXpeditions.


Ill advised?  Am I missing something here?  The person
who made it a federal case (ego) is the one who caused the damage in
this case.

Actually the KP1-KP5 guys got the Congress involved last fall in a great
attempt to get the FWS to open up KP1 and KP5.
In fact, it was Rep. Rahall  who was the sponsor of H.R.
1183.
Whoever has his ear obviously contributed big time to the Club Fed
report. It was very critical of the FWS for failing to be
consistent on not permitting ham radio operations for others.
The problem is, by criticising the hams that did operate and causing the
fuss while they were on the island the hams that are behind Rahall this
time gave all ham radio a black eye.
It may very well be a different ham who had this temper trantrum and
nothing to do with the earlier group.

I don't know any more than what I gleaned from Kam's 20+ minute 
presentation of from the nice chat I had with him that night in the 
contesters' suite, but the gist of it was that indeed he's a 
specialist with certain technology and there are uses for what he 
does in that region.


If I recall the presentation correctly, it was a brutal trip down 
(the boat was something confiscated by the feds from a smuggler, 
apparently) and neither of them got any sleep for almost 96 hours; it 
was humid and hot as hell the whole time and there were giant rats 
all over the place that make the Clipperton land crabs look cute and 
cuddly in comparison.


Here's hoping Uncle Sam needs some nice spiffy new hardware on 
Navassa some day

It was mentioned in their original announcement of the trip to KP5.

I suspect that the hams involved aren't really able to talk much  
about that aspect (I could tell you but then I'd have to shoot you),  
although the New York Times will probably have a full report.

We must beware of totally condemning someone who was likely exercising his 
right as a citizen to petition his government.  I wish he had kept quiet, 
but that action, as unwise as we may think it to be, in no way excuses what 
may have been a poorly thought out trip to Desecheo.


The real test of the value and honor of ham radio is how we react to this 
situation.  So far, blaming the messenger is not so high minded, to say the

Well I am really pleased that the ham that attended Dayton, Ohio's ham fest 
this year have a much better understanding of the Fish and Wild Life service 
than the rest of the world's hams Goes to figureAt my age go ahead 
and shoot me but be honest with the real details.


I lived and worked in Dayton for 10 years and attended every year and though 
it was just the world's biggest flea market...
