[DX-CHAT] Re: CQ Magazine Editorial
I haven't gotten my CQ for December and lots of the guys don't take it. Would you mind giving us all a summary and your thoughts on both sides of the discussion? That's a tough assignment Bryan. It's a complicated subject, and it took W2VU a full page of fine print to present the arguments. What I'm most worried about is the plan to establish segments for automatically controlled wide-bandwidth (2700Hz) digital stations on all HF bands except 160M and 30M. These robot station segments are typically right at the low (DX) end of the U.S. 'phone bands. Currently data transmission is not permitted there. We have enough trouble trying to find tiny gaps to work 40M SSB DX now, with digital QRM everywhere. ARRL wants to make it even worse, by edict. They are entitled to their view, but their tactics are sneaky. Allegedly IARU Region II has ALREADY adopted the plan, to take effect Jan 1 2008. At this stage it's voluntary for the national governing bodies (e.g.the FCC), but next the pressure will build. BTW, surely anyone who is serious about DXing/contesting MUST subscribe to CQ Magazine ? How can anyone participate without it? 73, John, NT5C. Rich Moseson didn't get the genealogy of the new IARU Region 2 band plan quite right. With respect to automatically controlled data stations the Region 2 plan is modeled on the one adopted by IARU Region 1 in 2005. See http://www.iaru-r1.org/Spectrumbp.htm. Earlier this year the ARRL Board withdrew the regulation by bandwidth petition that had been submitted to the FCC. It will not be resubmitted until some degree of consensus can be achieved within the amateur community. Until then the League's position is that automatically controlled digital stations must operate within the existing FCC rules, particularly 97.221(b) and (c): (b) A station may be automatically controlled while transmitting a RTTY or data emission on the 6 m or shorter wavelength bands, and on the 28.120-28.189 MHz, 24.925-24.930 MHz, 21.090-21.100 MHz, 18.105- 18.110 MHz, 14.0950-14.0995 MHz, 14.1005-14.112 MHz, 10.140-10.150 MHz, 7.100-7.105 MHz, or 3.585-3.600 MHz segments. (c) A station may be automatically controlled while transmitting a RTTY or data emission on any other frequency authorized for such emission types provided that: (1) The station is responding to interrogation by a station under local or remote control; and (2) No transmission from the automatically controlled station occupies a bandwidth of more than 500 Hz. 73, David Sumner, K1ZZ -Original Message- From: [EMAIL PROTECTED] [mailto:[EMAIL PROTECTED] Sent: Monday, November 26, 2007 9:42 AM To: Sumner, Dave, K1ZZ Subject: Re: CQ Editorial Can you tell me what the league's position is regarding giving up dx space for the sake of establishing segments on all HF bands except 160M and 30M for auto-controlled digital stations. 73, David Miller W1GDQ [EMAIL PROTECTED] _ Check out AOL Money Finance's list of the hottest products http://money.aol.com/special/hot-products-2007?NCID=aoltop000301 and top money wasters http://money.aol.com/top5/general/ways-you-are-wasting-money?NCID=aoltop000302 of 2007. ---End Message---

RE: [DX-CHAT] Re: CQ Magazine Editorial
Let me put on my Administrator hat gang. All right. I'm this close to ruling this subject out of bounds. John, I am well aware of your opinion of the ARRL on this matter, and on the matter of wide bandwith PMBO and PACTOR III stations from your posts on the Talk Forum on QRZ.COM. These matters are of just enough of interest to most DX'ers that I am not yet going to ask that the discussion be curtailled, but if it continues onto a non-DX tangent, then it will fall outside the purview of the purpose of this reflector. Regardless: A more appropriate forum for these discussions already exist, and I think it would be wiser for those who wish to pursue these subjects do so on the existing discussion threads over on the QRZ.COM forums, rather than start another argument (on items that barely touch on DX matters) here. That is a strong suggestion at this point, gang. And let me be clear: I don't wish to stifle the discussion per se, but this is very probably not the place for it. 73, ron w3wn administrator, dx chat -Original Message- From: [EMAIL PROTECTED] [mailto:[EMAIL PROTECTED] Behalf Of John Warren Sent: Monday, November 26, 2007 8:40 AM To: Bryan Edwards W5KFT Cc: dx-chat@njdxa.org Subject: [DX-CHAT] Re: CQ Magazine Editorial I haven't gotten my CQ for December and lots of the guys don't take it. RE: [DX-CHAT] Re:Digital robots
1. The ARRL didn't push through the no code test license. Has everyone forgotten No Code International? 2. The ARRL didn't initiate incentive licensing. The FCC did. What the ARRL did was take the FCC's rather draconian plans and come up with something more palatable... and they've been falling on their sword for that ever since. 2a. Incentive licensing happened roughly 45 years ago, and almost all of the instigators are retired or have QSY'd to another plane of existance. Can't we give that poor dead horse a break from ~45 years of beatings? 3. The digital robots exist. They're already out there. Their operators are demanding their share of the pie, too. So what are you going to do? Abolish them? Or find a place to put them where they won't bother anyone else or be bothered by anyone else, which is not the situation we have today. Remember... either we work it out ourselves, or the FCC and other governmental agencies will do it for us -- and after seeing the debacle of the 80/75 meter phone band expansion and it's impact on 80 CW 80 Digital operators (including DX'ers), I'm not sure I trust them to have our best interests in mind. 73 -Original Message- From: [EMAIL PROTECTED] [mailto:[EMAIL PROTECTED] Behalf Of [EMAIL PROTECTED] Sent: Monday, November 26, 2007 9:51 AM To: dx-chat@njdxa.org Subject: [DX-CHAT] Re:Digital robots Remember incentive licensing?
