Isn't this how we officially lost access to KP1 KP5? You have to wonder what the real agenda here is. Ban mining and drilling? Maybe the Bush family doesn't own any mineral rights in that part of the world, then. Or maybe he wants to ban it for a while so they can buy the rights cheaply.
