How? We had a small group of maybe 6 guys, and a list of countries (not BAND countries, just new ones overall). We had a 2M simplex freq that we all listened to, and called each other there. Occasionally a single jingle was used to alert a non-monitoring member of the group. If a RARE ONE came up, we split up and each guy monitored one band in and around the expected place and called on 2M if and when we heard our new one. Only after we all worked it (or ran out of monitors) did we put it up on packet. Then we leaned back and listened for the hyenas fighting over the scraps. We really worked for these Q's, as a group. Your own (RR) ISP will ping you dozens of times a day to check if you are running a commercial node or an FTP or some other prohibited type of server.
