Yes, Palau (Belau) is what used to be know as West(ern) Carolines. The DXCC
entity itself didn't change. Contact the author of your software to update the
country

When it comes to DXCC, the ARRL does outrank the CIA. ;) Palau is T8 and
KC6
doesn't exist as a DXCC prefix anymore, as Belau (now Palau) was awarded
T8
