Back in the late 60's or early 70's I worked a stations signing 9K2S on 40 CW one night. Another ham worked him and then the two of us got into a chat on the air about whether it was a pirate or not.
I wanted a QSL but didn't know of a QSL route. I still don't know to this day if he was a pirate or not. I've since worked and confirmed 9K on just about every band but 160.
