This 3CAK guy is a definite WFWL (Work it first worry later).  In fact I would hold off on even sending him a QSL if you do work him.  I say this for several reasons.  The other day he did not want to give his Russian callsign to those who asked for it.  One would first think he wants direct QSLs only and he did not want to give his call so that QSLs would go through the bureau.  I worked him Friday night and asked and he said he did not have a home call.  In fact I asked a second time what his Russian call was and he again said he did not have one.  The call 3CAK is not an Amateur Radio call but rather some kind of commercial callsign.  His name Vladimir Arseniev, which is also interesting.  I believe that was the name of a some what famous Russian Explorer.  Anyone who works this guy would be best off not QSLing him until more information is available.  Oh and by the way some innocent ham from Europe posted an address for 3CAK on QRZ.COM.  It was not Vladimir.

F5VHH is another one to be extremely leery of.  Over the last 3-4 years he has operated from multiple countries in North Africa during the Paris-Dakar Rally.  Each time signing calls like 5T/F5VHH, SU/F5VHH, 5A/F5VHH, 3V/F5VHH and several others.  Few have reported receiving QSLs from this fellow but more importantly none of his North African operations have been approved by DXCC!  The other thing that is not good for Amateur Radio is the fact that these countries that he operates from don’t authorize their Prefix/someone’s home call.  If the authorities in these semi rare countries find out about this type of operator, who just gets on and does not get a license/permit/authorization, then he jeopardizes future operations from these countries.  My personal feeling is not to even bother working this guy, holding on to my money and not spotting him on the cluster promoting his activities.
