We'd like to give all ARRL Atlantic Division members an opportunity to share their views on this issue. Please let us know how YOU feel. The DXCC rules state that for an new entity to qualify as a political entity it must meet one of the following criteria: 1) The entity is a UN Member State. 2) The entity has been assigned a callsign prefix bloc by the ITU. (The exceptions to this rule are international organizations, such as the UN and ICAO. These Entities are classified under Special Areas, 3.a); and Ineligible Areas, 4.b).) A provisional prefix bloc assignment may be made by the Secretary General of ITU. Should such provisional assignments not be ratified later by the full ITU, the Entity will be removed from the DXCC List. 3) The Entity contains a permanent population, is administered by a local government, and is located at least 800 km from its parent. To satisfy the "permanent population" and "administered by a local government" criteria of this sub-section, an Entity must be listed on either (a) the U.S. Department of State's list of "Dependencies and Areas of Special Sovereignty" as having a local "Administrative Center," or (b) the United Nations list of "Non-Self-Governing Territories." We have been hearing predominately from those who are sending in a card provided by the DXpedition operators requesting the ARRL Directors support this operation counting as credit for a new DXCC entity. There is no place on these cards for someone to voice opposition for this operation counting for a new DXCC entity. As a result, we wanted to conduct our own poll of ARRL members within the Atlantic Division. PLEASE NOTE CAREFULLY: In order for survey input to be counted, you will be asked to enter your email address to validate your answers. ANSWERS FROM ONLY VALID ARRL.NET ADDRESSES OR ADDRESSES WITH (callsign)@(domain name) WILL BE COUNTED. Responses from those entries without a valid email address are automatically deleted. This is done to ensure that only the surveys of ARRL members residing in the Atlantic Division are counted. After entering your email address, the survey site will ask you for a validation code (this is not your ARRL password), this is a one-time system generated password sent to you by email. Simply close the window at that point because the survey site will send an email to your address. Upon receipt of that email, all you will need to do is to click on the URL within the message to validate your answers. If you do not receive the validation code within 5 hours, please check your spam filter to see if an email from [EMAIL PROTECTED] is caught in there. To obtain an @arrl.net address, follow these easy steps: Go to www.arrl.org, and enter your ARRL Member Login information at the top. (If you've not registered before, follow the instructions on the website.) Once you've logged in, click on the "Member Data Page" link. Enter your email address where requested and be sure to check the "Set (callsign)@arrl.net as an alias for the listed email address" checkbox. Finally, click the "Submit modification" button.
