Many thanks for your reply, and I appreciate what you have said in relation to the 
current standing of the "Northern Alliance" as the UN recognised administration. In 
that light the operation from YA should be deemed accepatable for DXCC of course.

However, your reply raises another matter that is of concern..

Surely this flies in the face of everything that DXCC always stood for,where does that 
leave operations like the German guys who came on from Yemen as 7O1YGF with apparent 
verbal permission but who did not complete the "execise" of getting a license.

 I appreciate that you asked me to correspond directly but as my original question was 
in the public forum and has generated some debate and as I believe this issue is of 
great importance to DXers perhaps you won't mind sharing your thoughts on this issue.
