That's hogwash. Apparently the guy doesn't like receiving poor signal
reports, or is just plain ignorant. On a quiet band I have ragchewed with
stations that were 2x2 copy.

then the correct report would be 52. A readability
number of 2 is somewhere BELOW readable with
extreme difficulty (readability 3) but I don't remember
the exact wording. Probably on the order of detectable

Signal reports (with a minimum of 22) used to be required for DXCC
applications but that requirement was done away with YEARS ago.
