40, MONTENEGRO. Jacek, SP5OXJ, will be active as 4O/SP5OXJ from Budva
between August 13-20th. Activity will be holiday style on 40-20 meters

6W, SENEGAL. Just a reminder that Francis, F6BLP, will once again be
active as 6W7SK from Saly Portudal, 80 kms south of Dakar on the coast,
between January 3-31st, 2014. Activity will be holiday style using the
same station as last time (IC-7000 into G5RV antenna) operating mainly
CW on 80-10 meters. If possible, he also hopes to be active on 160m with

CE0Z, JUAN FERNANDEZ ISLAND. Operator "Mario", in his capacity as aerodrome
manager on Juan Fernandez Island, has recently been active as CE0ZOL. He
is not a DXer nor a contester. Mario is likely to be active when time
permits during the weekends. He will be stationed on the island for 6
months. Activity has been on 40 meters SSB (on 7080 kHz around 2200z).

CE, CHILE (ILLW Op!). Look for the following Chilean lighthouse to be in
the International Lighthouse/Lightship Weekend (ILLW) event August 16-17th:
   * Punta Herradura, Lighthouse - Ref No. NAC. 120; Manuel, CE2UNE, will
     be active on 40/20/15/10 meters, using 100 watts and a YAESU 1700
     into a Delta loop and dipole antennas. Chilean hams please QSL by
     sending a SASE, and foreign stations with 2 IRCs to the following

   * Coquimbo Lighthouse, - Ref. No. NAC.115; Hector, CE3FZL, will be
     active on 40/20/15/10 meters, using an ICOM IC-718 with 100 watts
     into a Delta loop and dipole antennas. Chilean hams please QSL by

   * Curaumilla Lighthouse - ILLW Ref. No. CL0017; Freddy, CE3NLU, will
     be active on 40/20/15/10 meters SSB, using a Kenwood TS-140, Kenwood

CS, PORTUGAL. Members of the Association of Radioamadores of the Village
of Moscavide (ARVM) will once again be active as CS2HNI from the Farol
do Forte do Cavalo lighthouse (ILLW PT-0012, DFP FES-12, ARLHS POR-021)
at Forte do Cavalo - Sesimbra (DCFP F-038, DMHP ST-028, WCA CT-00214)
during the International Lighthouse/Lightship Weekend (August 17-18th).
Activity will be on 40/20/15/10 meters SSB. QSL via CT1RVM, by the Bureau
is preferred. PLEASE NOTE: This special event station is in memory of
their good friend Arthur Gil, CT2HNI.

DXCC RULES TO BE REVIEWED! From the "Minutes of 2013 Second Meeting -
ARRL Board of Directors - dated July 19-20th, 2013" Item 35:

  "On motion of Mr. Fenstermaker, seconded by Mr. Vallio, the following
resolution was ADOPTED:
  WHEREAS: The ARRL's DXCC program is very successful and is recognized
as the premier DX award available to Radio Amateurs. It has been at least
10 years since the DXCC rules were comprehensively reviewed by the DX
Advisory Committee (DXAC) and/or another committee and ratified by the
ARRL Board of Directors. These changes to DXCC have been very successful
and resolved many previous problems and inconsistencies in the DXCC rules
and program; and,
  WHEREAS during this time, changing international conditions and situ-
ations now warrant review of these rules to insure the DXCC rules acknow-
ledge such changes and events.
  NOW BE IT THEREFORE RESOLVED that the ARRL Board of Directors tasks the
Program and Services Committee to request the DX Advisory Committee (DXAC)
study and, if warranted, recommend changes to the DXCC Rules for the ARRL
Board of Directors to discuss.
  A status report shall be forwarded to the Programs and Services Committee
prior to the January 2014 Board Meeting with a final report and recommen-
dations forwarded to the Programs and Services Committee prior to the July
2014 Board Meeting."

DXCC NEWS. Bill Moore, NC1L, ARRL Awards Branch Manager, reports that
the following operations are approved for DXCC credit:
  T5TC – Somalia; 2013 Operation
  XW2CW – Laos; 2012 Operation

FP, ST. PIERRE AND MIQUELON ISLANDS. Operators Peter/DJ4TC and Hermann/
DL2NUD will be active as FP/homecall from a motel on Miquelon Islands
(NA-032) between September 10-21st. Activity will only be on 2 meters,
70 and 23 centimeters using JT65B and JT65C. Their WW Loc. is (GN17tc).
QSL via their home callsigns, direct or by the Bureau.

FT5ZM AMSTERDAM ISLAND DXPEDITION UPDATE (From The FT5ZM Web Page).
Ralph, K0IR, updated the Web page this past week with details (as well
as pictures) of the landing and operating sites for the FT5ZM DXpedition
on Amsterdam Island. He states, "We have been assigned two operating sites
on the north end of the island. One site, a shelter called Mataf, is
located just northeast of the base. It is over 400 feet from the sea and
the beach area has small cliffs, is rugged and rocky, and is exposed to
the high sea. Having antennas at the water's edge is not really an option.
The slope downward and to the north favors propagation to most major
population areas. We will use verticals for the low bands and 3-element

H4, NICARAGUA (Update to OPDX.1116). Members from the Spanish Aitana DX
Group (ADXG) will be active as H7H from Octavio, YN2N, radio shack in
Nicaragua between October 1-16th. Operators mentioned are Javi/EA5KM (CW),
Fer/EA5FX (CW), Eugen/EA5HPX (CW), Fran/EA7FTR (SSB/RTTY), Jose/EA1ACP
(SSB/RTTY) and  Carlos/EA1DVY (SSB/RTTY). Pilot station named is Ismael/
EA1AZ. Activity will be on 160-6 meters using CW, SSB and RTTY. QSL via

HL, SOUTH KOREA. Dom, SQ9KWW, will be active as HL3/SQ9KWW between August
12th and September 2nd. Activity will be on the HF bands using wire

HV, VATICAN. As of August 9th, HV0A has been active and is expected to
be active "for some day" per Sergio, IK0FTA. Activity will be active on
the HF bands, mostly on CW and during the peak of Perseids meteor shower

ILLW 2013. Just a reminder that next weekend is the "International
Lighthouse Lightship Weekend" [ILLW] (August 17-18th). It was announced
this past week that the ILLW has broken a record for registrations. There

  AF-019.  Landi, IW5ELA, will be active as IG9/IW5ELA from Lampedusa
           Island between September 8-13th. Activity will be on the HF
           bands, mainly CW and using FT-857 with 100 watts into a

  AS-014.  Members of the Royal Omani Amateur Radio Society (ROARS)
           will be active as A43MI from Masirah Island between September
           20-24th. Activity will be on CW, SSB and the Digital modes.

  EU-016.  Leo, S50R, is now active as 9A/S50R from Solta Island (ACIA

  EU-016.  Bela, HA8BE, is now active as 9A/HA8BE from Brac Island
           (CI-010, WW loc JN83GJ) until August 17th. Activity will be
           on the HF bands mostly on CW, but some SSB too. He will try

  EU-028.  Paolo, IZ5NFD, will once again be active as IA5/IZ5NFD from
           St. Andrea in the north western part of Elba Island (IIA
           LI-001, MIA MI-022, WLOTA 0609, Grid Loc. JN52) between
           August 12-21st. Activity will be holiday style on 40-2 meters
           on CW during his early mornings (0500z) and his evenings

  EU-029.  Bernd, DL2SBE, is now active as OZ/DL2SBE from Lolland Island
           (DIA SJ-015, WLOTA 2773) until August 24th. Activity will be
           on the HF bands, using SSB, PSK, RTTY and SSTV. Equipment is
           an Icom IC-706MKIIG, Expert 1K, Hexbeam (20-6m), W3DZZ for
           80-40m or a vertical with 18m Spiderbeam Pole. Bernd also

  EU-057.  Marc, PE1FJN, will be active as as DL/PE1FJN/p from Ruegen
           Island (DID O-007, WLOTA 1712) between August 18-31st. Activity
           will be limited to his spare time (family holiday), but he will
           be using an Elecraft K1 with 2.5 watts into a Buddipole GP.
           Operations will be focused on 30m CW. QSL via PE1FJN, direct
           or by the Bureau.

  EU-172.  Operators Heinz/DC5WW, Robert/DK2RO, Anton/DL8AW, Norbert/
           DL9NAC and Thilo/DL9NBJ will be active as 5Q7Y from Langeland
           Island September 14-21st. QSL via Anton, DL8AW, by the Bureau,
           direct and LoTW. You can also use the Clublog OQRS Service
           (fee: 1 EURO). Anton, states, "If you want to send direct
           cards, please include an SASE (only with German stamps) or
           SAE plus sufficient return postage. I don't want to earn money
           by sending cards directly, I just want to cover my expenses.
           In Germany sending international letters (no matter to which
           country) costs 0.75 EUR (about 1 USD). You also can use a
           valid IRC." Log will be uploaded as often as possible.

  OC-109/  (Update) Operators John/YB5NOF, Anton/YB5QZ, Joni/YB9WZJ and
  OC-122.  YE5WM will activate Tambelan (OC-122) as YE5T between August
           28th and September 1st. Natuna Selatan (OC-109) activity will
           be afterwards between September 4-9th. All activations are

  OC-065.  By the time you read this, Ralph, H44RK, is expected to arrive
           on Swallow Islands. Once Ralph finishes his projects on the
           island, look for his to be active as H40IOTA on 20 and 15
           meters. Per DX-World.net, suggested times are 0700-0900z on
           14260 kHz and after that on 21260 kHz.

  OC-261.  (Reminder!) Craig, VK5CE, will be active as VK5CE/p from
           Flinders Island between August 15-21st. Activity will be on
           80-10 meters, with most of the operations being on 40/20/15m,

  SA-054.  (Update) Members of the Grupo DX Caracas will be active as
           YW5X from Orchila Island (ARLHS VEN-022, WLOTA 3044) between
           August 20-26th. The YW5X will be active to commemorate the
           Navy's Dìa Venezuela 2013 during the month of August. The

JD1, OGASAWARA. Toshi, JP1IOF, will once again be active as JD1BLC from
Chichijima Island (AS-031, WLOTA 2269, JCG #10007) in the Ogasawara group
between Novenmber 7-15th. Activity will be on all HF bands and modes. QSL

JW, SVALBARD. Operators Sig/DL2JIM, Rene/DL2JRM and Dan/DL5SE will be
active as JW5E from the club station in Longyearbyen, Spitsbergen Island
(EU-026, WLOTA 0125), between September 13-16th. Activity will be on all
HF bands and modes. They will also be an entry in the Worked All Europe

OX, GREENLAND (Reminder). An international group of YLs will once again

the next International Lighthouse Lightship Weekend (ILLW). Look for the

  Morro Castle Santiago de Cuba Lighthouse - Callsign T48SC; Ref. No. ILLW
                       CU0004; activity HF on SSB/CW; WW Loc. FK19; QSL

  Punta Maisí Lighthouse - Callsign T48FM; Ref. No. ILLW CU0001; activity
                       HF on SSB/CW; WW Loc. FL20; QSL via Bureau

TX5, AUSTRAL ISLANDS. Operators Grant/KZ1W and Rob/N7QT will be operating
from Raivavae Island (OC-114) on an Elecraft/SteppIR/WWDXC sponsored DX-
pedition between October 2-14th. They will be using the new CrankIR port-
able antenna system from SteppIR, as well as Elecraft K3 transceivers and
KPA500 amplifiers. The TX5? callsign is still pending, and this announce-
ment will be updated when it is issued. Their operational base will be
two bungalows located on the north side of Raivavae Island, and less than
20 feet from the Pacific Ocean. Activity will be on 80-10 meters using
CW, SSB, RTTY and PSK. Log will be updated daily to Clublog <www.clublog.org>
with QSOs data/history; internet bandwidth permitting. QSL available via
LoTW, eQSL, by the Bureau, or direct (SASE + IRC).

V4, ST. KITTS. John, W5JON/V47JA, informs OPDX that he will be active once
again from his vacation home in Calypso Bay, St. Kitts (NA-104, WW Loc.
FK87SG) between October 10th and November 10th. Activity will be on SSB
and the RTTY/Digital modes. He will also use his contest callsign V49J
during the CQWW DX SSB Contest (October 26-27th) as a Single-Op/All-Band
entry. Equipment is a Kenwood TS-590S and Elecraft KPA500 Amplifier.
Antennas include: a 80-10m Multi-band Dipole, and metal roof mounted
S9, 18' and 31' Verticals and 3 element Yagi for 6m. Also, XYL Cathy,
W5HAM, will occasionally operate as V47HAM. ALL QSLs go to W5JON direct
or via LoTW. NO Bureau QSLs.

ZL, NEW ZEALAND. Atsu, 5W1SA, will be active as ZL1EA with QRP rig between
September 7-10th. He states that there is a good chance for him to be
active from Rotorua, the lakeside of the island on September 8th. QSL
via LoTW.
