I got all my QSL's from Chak. Must have via Japan on the bottom or else it goes from the states to Russia, then to someones pocket instead of on to Mongolia. I got a card via the buro for a 10m QSO in 2000. I still have one outstanding for 80m from 2002, but I wouldn't expect a buro card back yet. You may want to try the cheap and slow route... Mike, I've sent most of my JT QSLs with via Japan on the envelope. While it may help, it's no guarantee and many still never make it!
