This bug seems to have resolved itself since reporting it. I took a look
at the package install logs and there not obviously connected package
that would have fixed this.
Here's what's been installed since reporting the bug.

After idling for some time my desktop locks. When I return and enter the
password, it unlocks and I briefly see my desktop and open applications
before it locks itself again. After entering the password (again), it
seems to work fine.
