After a lot of fiddling my problem was solved when I re-installed DX4Win 6.02.
I DK how that fixed it but all is well now.
I also have a much better understanding how the "New Band or Mode" preference
can be activated by
several conditions, one of which is the "Band/mode" I was anxious about.

My selection is "new band or mode".
My understanding is that this selection would encompass all the other entries
on the list
except for "all".

However, the third New band/mode does not appear in the packet preferences.
