Is there a way rename a CUSTOM label format/layout to better describe it?

Select the 'Change QSL routing' in the 'Labels' menu,
click the No buro number directly.

listed as not having a buro. I know I change change it to OTHER and 
print, but is there a way to see which QSO it is, prior to printing?

Yep.

Go to Labels|Print QSL Labels, then select QSL Method of "Other",
click on Print.  On the Report Setup screen select Destination of
"Preview", click on OK.  And, you should see a Report Preview screen
with the QSL in question.
