The QSL manager database is part of (built into) the country file. Paul has not enabled any of the editors built into DX4WIN, including QSL managers. If you find errors, tell me and I will try to fix them as part of the next country file release. Be aware that DX4WIN does not support mode-specific QSL managers, or, for example, different managers for direct vs. QSL bureau.
