The reason is that HFCC does not (cannot - for political reasons)
include Taiwan. RTI broadcasts from Taiwan aren't registered with HFCC
at all.
RTI broadcasts via Issoudun are registered with HFCC, but under the RFI
label. If some list editor forgets about this minor detail while
