I really have to agree with 8an here. We should never cripple the set of browser to make them the same as one seriously deficient browser. There should be good documentation with the mouse events section that explains this missing ability in NS. Then it's up to the widget designers what to use.

You gotta be kidding! For this reason, I believe that in the cross browser spirit of the API, we should cripple the other browsers to make them perform the same. NS4 is a non compliant old browser we should cripple all the others just for it. I think we should: A. try to add this functionality

I'm not sure if you understand the problem here. NS4 will NEVER give a mouseup event for a layer other than the mousedown event. It simply does not happen. For this reason, I believe that in the cross browser spirit of the API, we should cripple the other browsers to make them perform the same.
