New Scroll widget. Vertical only for today, I'll implement Horizontal scrolling soon enough.   Uses precreation, and (IMHO) is pretty daned good.   There is a little glitch in IE: Mouseup for the knob doesn't always get fired..   Works beutifully in NS tho!   Tested: Win 98 (first edition) IE
