I don't believe either ICANN or the ITU should "run" the Internet. The goal should be to make centralized management irrelevant. Although some sort of centralized IP control is required, OR the moment, this is not the case for the DNS. All DNS resolution control eventually rests within each network node's IP stack. What we need is a virus to 'infect' all Windows PCs so that alternative root servers are acquired and the all but the last in the list are not marked as authoritative. This allows searching for resolution through a number of roots. Although I'm generally against viral 'marketing' in this case I think it may be the only way because almost no Netizens understand the way DNS works and few would be willing to download and install any patch SW.
