If there are any logical processor reporting an APIC ID of 255 or greater.
We should enable x2APIC mode.

v2 updating:
a. Drop v1 patch 1/3 and check if APIC ID is larger than 254 directly.
b. Move ApFuncEnableX2Apic() from 1/2 to 2/2.
