You are on the right track, but I don't believe you can conclude that Q19
itself is at fault. The higher voltage you find at the source is caused by
Q19 conducting more than it normally does, and that indicates the gate bias
is running too high - this JFET (like many other oscillators)
I should have proof read this first. That is the source voltage on Q19 that is
off.

been successfully using PSK31 with a homebrew interface for several months

If you have not set up the RTTY filters and BFOs (I think that you have not
from your description), then do that first and it should set things
straight.
I usually set the RTTY filters as follows: FL1=OP1, with the BFOs set the
