When you hold your leads up in the air, your meter is reading infinity.
Infinity is 10K (greater than 10K).
Your resistance test passes.

It would be a miracle if this antenna worked on HF.
Without a counterpoise, ANY antenna of that size is not much more than
a dummy load when used on any HF band.
