[Elecraft] K2 5233 alignment problems

I hear that a third time is a charm. This is the third time trying to post and I hope it works. I am at the alignment section of phase III and everything seems to have gone hay-wire. Phases I and II went well with only a couple of glitches that were corrected with your help. I checked and

I have tried all tests and checks offered up by you good folks but none of them have cured my problem. I have even gone to a local ham buddy that has built one and we both could not find the cure. I have verified that all the parts are correct and in the right place. I have re-soldered all

I am at the end of part II and have started my alignment procedures. When I got to CAL FCTR the frequency was 12597.91 with a little fluctuation in the .91? The next step was to the PLL reference oscillator range test. When pushing the Band+ or Band- I get no frequency change at all.? I
