First depends on the version of FLFIGI. I use v4.0.5
With that I choose K3/KX3 Beta as the radio from the HamLib. 38400 baud,
1 stop. I do not have DTR or DTS checked. With my configuration I end
up with COM 5.
All works great with these values.

Yes - and after posting my request, I fiddled around a bit more I actually
stumbled into getting it work with the plain old serial interface. I've
written down the settings that seem to work for me:
Kenwood
Elecraft K2
Com1 38400
PTT Via CAT Command
AFSK in place of FSK
Data 8 bits
Do you have any software on the laptop that communicates with the K3? Download
and install the K3 Utility from the Elecraft website to test the connection.
You'll want it anyway for firmware updates and calibrations.

If that does not work, then you have a serial port issue with Windows...
I am using a "real" serial port.

I've finally gotten a [used] K3.
I use MixW for logging (I no longer use it for digital modes, and haven't
upgraded it for years). I had interfaced my old ICOM 746PRO and it worked
perfectly, entering the frequency into the l
