Tom,
Check the voltages on Q8. When the K2 is powered, you should have 12
volts on the gate and the drain should go to a low voltage.
That in turn should make Q1 conduct.

nothing getting through Q1, I have no voltage on the collector and no
voltage on U8. Bad Q1?
