I am sorry that I forgot about the RX SHIFT which turns off Dual RX. I
am glad that you found the problem source.
Yes, reading the manual is important, but there are subtle things like
RX SHIFT disables Dual RX that are not apparent at first sight.

Like all other menu changes, bring up the menu and dial to DUAL RX with
VFO B knob. Then turn the VFO A knob to change the parameter. Exit the
menu.
