In my more than thirty years of program management and contract work in
industry it always meant either to be determined or to be defined.
A little Google searching (use the keywords acronym TBD) shows to be
determined as the dominant interpretation:

Where I came from (raised on English) it means To Be Done (which might
include that something need to be determined or simply that there wasn't
time to do it yet).
And that's the bane of abbreviations. They don't mean exactly the same thing
to two different people - sometimes they mean exactly

Normal Limits or just We Never Looked !
Thank goodness! I was afraid that NL has been split into two or more sections
(for
SS).
My son used to say PCMCIA stood for People Can't Memorize Computer Industry
Acronyms.

In selected presentations in my long past, I sometimes used the
abbreviation IHA in jest, hoping someone might ask what it meant (I
Hate Acronyms)! Often it just passed without comment, and that is sad -
communication requires speaking
