I'm assuming you mean the epoxy that the cap is dipped in.
I've never removed it; I'm not sure but I think doing so may damage the sealing
quality of the epoxy.

Dave brings up a good point about Elecraft products. From the K2 at the
beginning, it was possible to buy a very basic (I won't say
stripped-down) radio and expand it
You should have soldered them in 'as is'.
