The rule that I follow when creating the elinks-lite package is that except
for TLS functionality, there should not be any other library dependencies.  So
far this has worked well, but I am willing to break the rule in case there is
an extremely compelling feature.

Here is a snippet from the Debian elinks rules (build) file:

Here, you can clearly see which options are disabled for the lite
version, under confopts_lite.

There is not.  Typically the difference is what's compiled in to ELinks,
assuming you're referring to how different distros package ELinks.

Perhaps you are referring to the elinks-lite package in Debian, Ubuntu,
or another distribution.  Is this the case? The elinks-lite package in
Debian and Ubuntu is based on the same source code but with a different
set of features enabled at build time.
