I would say:
Minimal expectation: error-free export
Maximal expectation: LaTeX-like reference ;-)
Realistic expectation: literal export (e.g. \cite{xxx}) as in the ascii

My only 'solution' momentarily is to export with #+OPTIONS: LaTeX:nil
