Since you are using putty, you might have trouble with this since the
author says

Try leaving off the `-e' or `-f' switch. It should then create the
directory and put it in the proper place. However, it will prompt

The FSF doesn't like ssh very much. So I concentrated on getting
rcp.el to work with rcp rather than scp.
