Embperl on Windows currently only supports mod_perl 1 and Apache 1.3
Apache 2.2 & mod_perl 2 does not work, because it would need thread support
inside Embperl, which is not finished yet

You don't need to. You can run Embperl in CGI mode under Apache 2
just fine, it just won't work with mod_perl.
