That sounds right, it's a queue buster because of the spindle speed change, so it acts like exact stop. I'm still not sure why it's capping the speed at 237RPM. Your outputs make sense (~19 ipm at ~270RPM actual speed is about 0.07 in / rev). I'll poke around some more and see what I can find.
