You're being generous. I don't have that level of faith. Especially since material category could have almost any meaning, there being plethora of material properties associated with polymeric materials. In the 60950 standards, for instance, a similar term, materials group, only refers to CTI.

Legally the regulations refer to appliances intended for domestic use. See http://www.hmso.gov.uk/si/si1994/Uksi_19941768_en_1.htm Section 11(1)(d). It is not uncommon for any equipment intended for connection to a domestic power supply to have a plug fitted even if it is for professional use.
