California Energy Commission (CEC) 400-2006-002-REV1 applicability

Hello, I am being asked to find evidence that the new CEC regulations for external (AC/DC) power supplies does not apply to product sold directly to enterprises or some other such loop-hole for commercial ITE equipment. The entire text of the regulation is found here, FYI:
