Does anyone know if anti- islanding relay in power inverter also needs to
disconnect a neutral conductor of 3W system? I have looked in UL 1741 and
couldn't find any requirement.

Switching off neutral is not required, only the three phases. The pass
criteria is that you must cease exporting power by means of a disconnection in
the allotted time.

Certainly am NOT an expert on this stuff, or anything else for that matter, but
tend to agree with Mr. Powell.
