Some good questions there:
What language is 'required' is up to each member state to decide. Some may well
accept English (as they have done for many years) but the new wording does
offer them some additional flexibility. There are precedents for certain
countries requesting localised DoCs.

My understanding has always been that 'CE' did not stand for anything.
That is, it's just a symbol comprising of the letters C and E.
Certainly none of the directives that use it or any of the documents
establishing the CE Marking ascribe any meaning to the
EU = European Union
EC = European Community
The Treaty of Lisbon which came into force in in December 2009 provided for
the absorption of the entity known as the European Community by the European
Union.
