China's VoIP restrictions

Hi, could someone please share some info on China's VoIP ban untill 2008? Is it only for unregulated products and services, such as Skype or for every VoIP product? For example, would it be ok to import DSL Gateway with VoIP port into China? Thanks, Mark Gandler _ Catch suspicious
