Can you transfer the products to Hongkong, then move to China again?

I believe that this has happened because shipping people mis-categorized the equipment. This type of hardware is not listed in the Products Catalog for China Compulsory Certification. I'm being told that the category assigned to the equipment cannot be changed once it arrives in China. That the equipment must be returned to the USA, re-categorized, and then returned to China. This is all 2nd hand info at this point. Do any of you have any experience of this kind, and if so, how was it resolved?
