Why not. Site Masters have been successfully using in Telecommunication
industry to maintain cable/antenna systems for years. Many antenna
manufacturers are also using Site Masters in their R D and productions.

This is fairly simple using an RF signal generator and an oscilloscope
terminated at 50 ohms.
The RF generator must have an output impedance of 50 ohms. The trick is to
first measure the amplitude delivered at the oscilloscope from a known 50
ohm
